Standing Rules

BCWGA membership annual dues are $80 and are payable December 1st. New members joining between July 1 and September 30 will pay $55, and new members joining after October 1 will pay $30. Members paying dues after December 15 will be considered new members and will be required to re-qualify under Standing Rules (SR) 10, 11, and 12. Dues include membership in the Women's Southern Nevada Golf Association (WSNGA), the Southern Nevada Golf Association (SNGA), and handicap maintenance records. Charter members' dues will be paid by the BCWGA.
Social Membership dues are $10, payable December 1, and entitle a member's personal information to be listed in the BCWGA book. She will receive a copy of the book and emails and may attend all social functions of the Club. It does NOT include membership in the WSNGA, SNGA, or handicap maintenance records. She may play golf as a guest under SR 3.
A woman may be a guest no more than three (3) times in one year before she must join the BCWGA in order to participate in Tuesday play days. Only BCWGA members are eligible to participate in Closest-to-the-Pin events. To be considered a member, dues must be paid before start of play.
The Association's fiscal year begins on January 1 and ends on December 31.
Standing Rule amendments may be introduced and voted on at the same Membership Meeting.
Maximum handicap for all players shall be 36. New members without an established handicap shall play with a "0" handicap until a minimum of 54 holes have been posted in any combination of 9- or 18-hole rounds. She will then have an established handicap. (Also see SR 11 & 12.)
Members and guests participating in Tuesday play MUST check in individually thirty (30) minutes before start time. A one (1) stroke penalty will be assessed on your starting hole if you are late. A two (2) stroke penalty will be assessed if you fail to arrive at your starting hole on time AND someone from your group has already teed off. Maximum penalty of three (3) strokes for play of the day. Late arrival penalty strokes are not counted for handicap posting.
Every Tuesday there shall be scheduled play for membership participation. Optional pot money of $2 will be collected before play begins, from which prizes will be awarded to at least one third (1/3) of the participating field. A $1 credit will be given for each birdie, chip-in, and putt competition winner; a $10 credit will be given for each eagle. (A chip-in constitutes any ball that is holed out before making a first putt on the green. Once you begin putting, all subsequent strokes are considered putts until the ball is holed out.) Winners will be announced by email in a timely manner. Prizes will be distributed in December of each year to players who participate at designated starting times only. Trophies or other prizes awarded for traditional tournaments shall be determined by the Tournament Committee.
An annual $25 award will be given for the "Most Improved Golfer" using the USGA formula. The recipient must be a member in good standing of the BCWGA and have played twenty (20) rounds on Tuesday play days during the current year. Winner will be determined by the tournament committee in conjunction with the Handicap Chair. There will also be an annual $25 "Best Putter" award based on total putts in the best nine (9) out of a possible fifteen (15) major tournament competitions (monthly MOG, Club Championship, and MOG Championship). These awards will be paid out of the pot money.
Any BCWGA member who has a Hole-in-One at Boulder City Golf Course during a regular Tuesday play day will receive a $100 award from the Association.
To be eligible for Medal of Golf (MOG), a member must be in good standing of the BCWGA, have an established handicap, and have played five (5) rounds on Tuesday play days with the BCWGA.
To be eligible for the Club Championship, a woman must be a member in good standing of the BCWGA, have a current handicap based on twenty (20) scores, and have played at least eight (8) rounds on Tuesday play days with the club during the twelve (12) months immediately prior to the beginning of the Championship Tournament. The Championship itself does not qualify as a play day and cannot be used as one of the eight (8) rounds needed to qualify. If a player has a documented injury or illness that prevents her from playing the required eight (8) rounds, she may petition the Executive Board for a medical exemption, handled case-by-case. The Club Champion is determined by aggregate gross score for thirty-six (36) holes (two rounds of 18 holes on two consecutive Tuesdays). The tournament is played in flights established by the tournament committee based on the number of participants checked in. Low gross over the field is the Club Champion; low net over the field is the Net Champion. All flights have first low gross and first low net prizes. A $100 award is given to each of the Club Champion and the Overall Low Net Champion.
Traditions to be continued by the BCWGA include the Founders Tournament, Ham Bam, Club Championship, MOG Championship, Past Presidents, Invitational, Turkey Shoot, and Solheim Cup. Charity fundraisers and Scholarship tournaments may be scheduled at the discretion of the General Board. Tournament Cancellation Policy: the Tournament Chair has the authority to cancel regular Tuesday play on the day of the event due to inclement weather and/or lack of player participation (a minimum of four [4] players is needed to constitute a tournament). The Founders Tournament, Past Presidents, Ham Bam, and Turkey Shoot tournaments may be cancelled this way. Major tournaments including the Club Championship, Medal of Golf Championship, and Invitational may be cancelled or postponed in accordance with USGA Rule No. 33.2.
The General Board has the responsibility to authorize club participation in WSNGA team play, and the Association will pay the annual entry fees. Participants must be members in good standing, have a current established handicap, and have participated in at least four (4) Tuesday play days within the 12-month period before the Team Play season begins. Team play events do not count as a Tuesday play day, unless the play day is on a Tuesday and you are playing for the team that day. Exceptions for extenuating circumstances will be considered individually by the Executive Board and the team play captains. Each season, a meeting is held with eligible members interested in team play to elect a captain or captains and decide on the guidelines for selecting players, by majority vote of those present.
Cellular phones must be in silent or vibrate mode and may be used as a distance-only measuring device and/or for on-course scoring in accordance with current USGA rules. Cell phones may be used in the event of any emergency situation that occurs on the course. Please be mindful of golf etiquette on the course.
Bereavement Policy. Cards should be sent to members, spouses, or significant others when appropriate.
Philanthropy Policy. The BCWGA supports the Boulder City High School boys and girls golf teams with a $500 donation each year, as well as the following 501(c)3 charities: Emergency Aid of Boulder City, Lend a Hand of Boulder City, and Angel Tree. These three charities equally share BCWGA donations, with Angel Tree's portion donated via gift card rather than cash.
The Executive Board and all members of the BCWGA shall cooperate with the Pro, starter, and manager of the clubhouse so harmonious relations will prevail.
Over-budget expenditures must be preapproved by the Executive Board. All other bills will be paid with signed approval of two (2) Executive Board members.
USGA rules will be used in deciding ties. Refer to Committee Procedures Section 5A(6k)d, "Matching Scorecards." Winners are determined based on the score for the last nine holes, last six holes, last three holes, and finally the 18th hole. If still tied, the last six holes, three holes, and final hole of the front nine are considered in turn. Net winners are determined the same way, applying the appropriate handicap percentage. Exception: the Club Champion is determined by a hole-by-hole play-off if necessary, beginning on hole #18, then #17, then #18 until a winner is determined. All other winners are determined by the Matching Scorecards procedure above.

Constitution and Bylaws

Article I — Name

The name of this organization shall be Boulder City Women's Golf Association (BCWGA).

Article II — Purpose

The purpose of the Association shall be to provide a well-organized golfing program for its members, encourage active participation and better golfing among its members, and promote good fellowship and sportsmanship.

Article III — Members & Dues

Section 1: Membership in the Association shall be open to women who have an interest in golf.

Section 2: Women interested in the objectives of the Association may become members upon payment of dues.

Section 3: The fiscal year of the Association shall be January 1 through December 31.

Section 4: The Executive Board, with approval of the general membership, shall set annual dues. Annual dues shall be payable by December 15 for the following year.

Article IV — Meetings

Section 1: The Association may hold one business meeting per month. This meeting shall be on the 1st Tuesday of each month unless otherwise provided for by the Association or the Executive Board.

Section 2: Twenty percent (20%) of the eligible voting membership shall constitute a quorum when conducting meetings.

Section 3: Weekly meetings may be held for the purpose of making informal announcements.

Section 4: The Executive Board and General Board shall meet at the discretion of the President.

Article V — Amendments

The Constitution and Bylaws of the Association may be amended at any regular or special meeting so designated for that purpose, by a two-thirds (2/3) majority of members present, provided the proposed change(s) has been read at a previous meeting and has been posted for at least thirty (30) days prior to the vote.

Article VI — Records

Records of the Association shall be kept for a period of five (5) years.

Article VII — Tournaments

Section 1: The official golfing day for the Association shall be Tuesday.

Section 2: The rules for play shall be those accepted by the USGA and WSNGA.

Article VIII — Officers

Section 1: Elective officers of the Association shall be President, Vice President, Secretary, Treasurer, and Tournament Chairperson. Appointive officers shall be Historian, Parliamentarian, SNGA Representative, WSNGA Representative, and the following Chairpersons: Handicap, Social, Sunshine, Rules, Membership, Scholarship, Team Play Captains, and Invitational Coordinator. Elected and appointed officers together are known as the General Board.

Section 2: Officers of the Association shall be members in good standing.

Section 3: Officers shall serve a term of one fiscal year.

Section 4: No elected officer may succeed herself in office more than two consecutive years without Executive Board approval.

Section 5: The President shall name appointive officers.

Article IX — Executive Board

The Executive Board of the Association shall consist of the elected officers and a Past President as adviser. The Executive Board shall implement and direct all business matters and activities of the Association within the limits and intent of the Constitution and Bylaws.

Article X — Executive & General Boards

Section 1: The Executive Board shall approve tournaments for the membership and has the authority to determine eligibility requirements for all tournaments.

Section 2: The General Board has the authority to join the Women's Southern Nevada Golf Association (WSNGA) and WSNGA Team Play for the Association.

Section 3: The Executive Board has the authority to accept or reject donations or gifts for the Association.

Section 4: The Executive Board is fiscally responsible to the rest of the membership. It shall budget its income so that all bills and financial obligations are met. To determine the annual budget, the Executive Board will request its chairpersons to submit a budget request, and the Executive Board will make the final decision on budget allocations.

Section 5: The Executive Board, at least two (2) weeks before the end of the fiscal year, shall appoint an Audit Committee of not fewer than three (3) members of the Association to examine the Treasurer's accounts at the end of the fiscal year, or at any time the office of the Treasurer becomes vacant.

Section 6: Each member of the General and Executive Boards shall have an equal vote. Two-thirds of the board membership shall constitute a quorum.

Article XI — Election of Officers

Section 1: The President, Vice President, Secretary, Treasurer, and Tournament Chairperson of the Association shall be elected in November and installed at a luncheon meeting in December.

Section 2: No later than the September general membership meeting, the President shall appoint a five (5) member Nominating Committee consisting of two (2) members from the General Board, the Chairperson of the previous year's committee, and two (2) members from the membership at large. A new Chairperson is to be selected each year by the Committee.

Section 3: At the October meeting, the Nominating Committee shall present a slate of all officer nominees willing and able to serve. The President shall call for nominations from the floor. Any member, having given her consent, may be nominated at this time.

Section 4: At the election of officers in November, if there is more than one nominee for any office, voting shall be by secret ballot for that office. In case of a tie, the second vote shall be taken the same day.

Section 5: The President-Elect shall announce her Chairpersons after her installation in December.

Section 6: Should the office of President become vacant, the Vice President shall become President for the unexpired term. When the office of any other elected official becomes vacant, the Executive Board shall appoint a new officer for the unexpired term.

Article XII — Duties of Officers

Section 1: President shall be the Chairperson of the Executive and General Boards. She shall call and preside at all meetings of the Association and boards, present the views of the boards to the membership, and direct all activities of the Association. She shall present the Honorary Cup to the immediate past president at the Past Presidents Tournament.

Section 2: Vice President shall act as aide to the President and, in the President's absence, preside at all meetings and assume the role of Chief Executive Officer. She shall keep attendance records, collect pot money, and record eagles, birdies, and chip-ins. She shall keep putt records and award the best putter prize.

Section 3: Secretary shall record the minutes of all meetings of the Association and, at the end of her term, turn her records over to her successor. She shall conduct the correspondence for the Association.

Section 4: Treasurer shall collect all money and keep an itemized account of all financial transactions of the Association, rendering a monthly and annual report. Funds shall be deposited in a bank approved by the Executive Board, and checks for the Association shall be issued only when signed by two authorized signatories.

Section 5: Tournament Chairperson shall take charge of all Tuesday tournaments. She shall ascertain that those participating are eligible members with an established handicap, keep a record of each Tuesday's play and winners, and at year end provide the succeeding Chairperson with a summation of the year's play. She shall present the tournament schedule for the year to the Executive Board for approval and for printing in the yearbook. She shall appoint committees for Ringer, Closest-to-the-Pins, and 50/50:

Ringer shall be in charge of the Ringer Tournament: collecting fees, recording scores on the ringer scoreboard, and awarding prizes.
Closest-to-the-Pins and 50/50 shall be in charge of the weekly CTP tournaments: collecting money, providing sign-up sheets, and awarding prizes. She shall conduct a 50/50 drawing once a month.

Section 6: Invitational Coordinator shall be responsible for arranging and conducting all matters relating to the Invitational Tournament, choosing a committee as deemed necessary.

Section 7: Handicap Chairperson shall verify members are posting Tuesday scores, working with SNGA as necessary to be sure current indexes are available, activating new members and inactivating former members. She will complete any training sessions and testing required by the World Handicap System and USGA through SNGA to maintain up-to-date knowledge of the handicap system. (A handicap index is established when 54 holes of any combination of 9- or 18-hole scores are posted.)

Section 8: Social Chairperson shall organize all social activities, working with the Tournament and Invitational Coordinator when food or a dining room is needed for special tournaments.

Section 9: Sunshine Chairperson shall be responsible for sending get-well or sympathy cards as appropriate.

Section 10: Rules Chairperson shall inform membership of the rules of play. (See Article VII, Section 2.)

Section 11: Historian shall be responsible for photographically documenting events and activities of the Association and maintaining a digital copy for viewing at the annual Installation luncheon and any other appropriate venue. This digital record becomes part of the BCWGA archives.

Section 12: Parliamentarian shall be the custodian of the Bylaws and Chairperson of any committee for revision of the Constitution and Bylaws, acting as referee over rules of order per current Robert's Rules of Order.

Section 13: Membership Chairperson shall collect membership applications and dues, giving dues to the Treasurer and notifying the membership of new member contact information. She shall introduce new members, provide them with a membership book, and acquaint them with Tuesday play routines and posting of scores. She shall update all members' information for printing in the new yearbook.

Section 14: Publisher shall publish the annual Invitational program and the annual membership book.

Section 15: Scholarship Chairperson shall determine if there are any Boulder City High School senior girls eligible to apply for the club's $1,000 annual scholarship. If more than one eligible application is received, the scholarship will be awarded based on essays and grades. The Chairperson and her committee will evaluate applications, and a check will be presented to the winning applicant upon verification of her college enrollment. All donations raised in a Scholarship Tournament support the Scholarship Fund; funds raised from the monthly 50/50 drawing also support the Scholarship Fund. Each officer (elected or appointed) may appoint assistants to help her, and may appoint one person from her committee to act as her proxy at meetings if she is unable to attend.

World Handicap System

Handicap Index

Handicap Index is ultimately based on the 8 lowest course conversions of the 20 most recent 18-hole scores posted, as well as the two lowest 18-hole scores in the previous 365 days.

Player's Responsibility

Attempt to make the best score possible at each hole, and submit scores for handicap purposes as soon as possible after the round is completed — preferably before midnight local time.

Acceptable Scores

A score is acceptable for handicap purposes if the round has been played:

By the Rules of Golf and the "Modified Rules of Golf for Players with Disabilities."
When accompanied by at least one other person.
On a golf course during its active season.
When a player follows a Model Local Rule, even if the Committee has not adopted it.
A new player establishing a Handicap Index will use Par + 5 as their maximum score per hole for posting purposes.

Net Double Bogey

Net Double Bogey is used when a player's actual score or most likely score exceeds a maximum number derived using the following formula:

Net Double Bogey = Par + 2 +/- Handicap strokes received or given on a hole

Example: a player with a Course Handicap of 11 receives one stroke on the 11 allocated stroke holes. On a par 4 hole with a Stroke Index of 6, the player's Net Double Bogey maximum score is Par (4) + Two Strokes (2) + Stroke(s) Received (1) = 7.
